Governor Abigail Spanberger Signs State Budget Supporting the Transformation of the U.S. Route 1 Corridor

There are moments in public service when years of vision, planning, and partnership come together to create real opportunities for a community.

Today is one of those moments.

Governor Abigail Spanberger has signed Virginia’s state budget, making official a $7 million investment for the Town of Dumfries to support the continued development of the U.S. Route 1 corridor.

This investment is about much more than a roadway.

It is an investment in the people who live here, the businesses that serve our community, and the future we are building together.

Building Destination Dumfries

When I first became Mayor, I shared a vision of transforming Dumfries from a town people simply drove through into a destination people would choose to visit, invest in, and call home.

That vision became Destination Dumfries.

Today, that vision continues to become reality.

This new investment will help us continue transforming one of the most important corridors in our community by supporting projects that improve pedestrian safety, strengthen and beautify Main Street, preserve our history, and create new opportunities for redevelopment and economic growth.

Every improvement along Route 1 strengthens our ability to attract new businesses, support our existing entrepreneurs, enhance quality of life for residents, and create a welcoming first impression for everyone who enters our town.

Why This Investment Matters

The U.S. Route 1 corridor is the front door to Dumfries.

Thousands of residents, commuters, visitors, and businesses experience our community through this corridor every day.

This investment gives us an opportunity to continue creating a corridor that reflects who we are and where we are going—a safer, more attractive, and economically vibrant destination that honors our past while embracing our future.

As implementation moves forward, this funding can support priorities such as:

  • Improving pedestrian safety and walkability.
  • Enhancing streetscapes and community beautification.
  • Preserving and celebrating Dumfries’ rich history.
  • Encouraging redevelopment and private investment.
  • Creating a stronger sense of place along Route 1.

Another Step Forward

This announcement builds upon the significant progress our community has made in recent years.

Together, we have:

  • Earned the Town’s first-ever bond ratings.
  • Achieved consecutive clean financial audits.
  • Surpassed $1 billion in assessed property value.
  • Welcomed major economic development projects that have created hundreds of jobs.
  • Advanced the Destination Dumfries 2044 Comprehensive Plan.
  • Continued planning for the Waterfront District and the Clyde N. Washington Jr. Community and Recreation and Aquatic Center.

None of these accomplishments happened overnight.

They are the result of a shared vision, strong partnerships, thoughtful planning, and the unwavering belief that Dumfries’ best days are still ahead.

With the budget now signed, our focus turns from securing this investment to maximizing its impact.

Town leadership will begin developing a strategic investment plan to ensure these resources are used responsibly, effectively, and in a manner that reflects our long-term vision for the Route 1 corridor.

We will continue working with our residents, businesses, and partners to identify opportunities that improve safety, encourage investment, celebrate our history, and create lasting value for generations to come.

The Future Is Being Built Right Now

I believe this investment represents another defining moment in Dumfries’ story.
